Membership
Social Workers with recognized training including diploma

Objectives (extracted from the Memorandum &
Articles of the HKSWA)
(1) To foster a high standard of professional practice and
ethics in social work in Hong Kong :
i) by promoting the interchange between social workers of
knowledge in social work by means of meetings, discussions and publications;
ii) by producing from time to time material relevant to
social work;
iii) by presenting, when appropriate, the views of
professional social workers on social conditions, social legislation and other social
measures.
(2) To investigate questions affecting the professional
status and welfare of social workers and to make recommendations to the authorities
concerned.
(3) To organise social activities for the benefit of all
members and their family.
(item 4 - 11 deals with matters pertaining to the
Companies Ordinances and administrative power of the Association in its daily business.)
(12) To seek from and make representations to the
Government for the tenure or release of any land, property or building for the use of the
Association towards the promotion of its objects and to enter into any arrangements with
the Government or with any authority, supreme, municipal, local or otherwise that may be
conducive to the Association's objects or any of them, and to obtain from the Government
or any such authority any rights, privileges and concessions which the Association may
think it desirable to obtain and to carry out, exercise and comply with any such
arrangements rights, privileges and concessions.
(13) To do all such other lawful things as are incidental
or conducive to the attainment of the above objects or any of them, but none of the above
objects shall include trade union activities.

Formation

Membership
"Social Workers" serving in government or
non-government organizations (including welfare workers)
Objectives (a translate version, ref. constitution
of the HKSWGU)
- To seek recruitment of all social workers working in the
government and non-government organizations to join the Union.
- To seek and to maintain a reasonable salary, working hours
and other conditions of employment, and to secure the general welfare of members.
- To promote the quality of social service and the conditions
for a better society in Hong Kong.
- To promote the professional status of social workers.
- To adopt methods conducive to co-operation to mediate
conflicts between members and their employers, between members, and between members and
other employers.
- To promote the mutual understanding and mutual respect
between union and its respective employer, and to establish such organizations permanently
to negotiate with employers.
- To secure the welfare of members and their family members
under special circumstances.
- To establish school, training classes, clinics, co-opt or
other enterprises deemed appropriate by the General Meeting to promote the welfare of
members and their family members in material, cultural, educational, and recreational
aspects.
- To establish, take over, collaborate with other
organizations, maintain, or other methods to participate in publication of newspaper,
magazines, and books; to edit and publish text books or other reading material in social
work for social work training institutions.
- To organize seminars, forums, exhibitions, or other
activities relating to social services and social problems, to promote the quality and
development of social services in Hong Kong.
- To maintain close relationship with other social work
organizations in Hong Kong and elsewhere to promote mutual understanding and co-operation
in developing social welfare services in Hong Kong.
- To support financially or by other means other trade
unions, legal societies, or confederations of organizations with an aim to promoting the
welfare of labour.
- To promote the legislation related to members' welfare and
activities of trade unions.
- To operate any legal activities which are necessary for the
achievement of the above activities

(HKSWPRC)

Formation
- 1991 (Company Ordinance)
- Planning for statutory registration (Public bill gazetted
in June 1996).
- Winded up in 1998.
Membership
1. Registered member
1.1 Registered Social Worker (RSW)
- Holder of a recognized degree or diploma in social work; or
- incumbent of a recognized social work post with proven
uninterrupted social work practice between the completion of the Welfare Class Review in
April, 1982 and at the time of application for registration.
2. Enrolled member
2.1 Enrolled Social Worker (ESW)
- An incumbent of a recognized social work post, and not
qualified for Registered Social Worker.
2.2 Enrolled Welfare Worker (EWW)
- An incumbent of a welfare post.
Objectives of the Social Welfare Personnel Registration
System
- To promote self regulation of professional practice of
social welfare personnel.
- To ensure better protection of clients' rights and
interests in the provision of service.
- To enhance improvement of standards and procedures of
service delivery.
- To receive and act on complaints filed against social
welfare personnel.
Social
Workers Registration Board
Formation
- Social Workers Registration Bill passed in the Legislative
Council on 23/4/97.
- Initial Board established in June 1997 to start the
registration process.
- The Social Workers Registration Board was formed in January
1998 and the Social Workers Registration Ordinance was subsequently in full
implementation.
Registered Social Workers
Category 1
- Holder of degree or diploma in social work recognized by
the Board
- Occupied a social work past not later than 31/3/82 and
subsequently for not less than 10 years.
Category 2
Occupying a social work post and planned to obtain a
recognized social work traiing within a reasonable period.
Functions of the Board
- Establish and maintain a register of registered social
workers;
- Set and review the qualification standards for registration
as a registered social worker and related registration matters.
- Assess qualifications
- Publish from time to time and make available for public
inspection the qualifications and qualification standards required for registration
- Examine and verify the qualifications of persons applying
for registration as registered social workers
- Receive, examine, accept or reject applications for
registration and renewal of registration as a registered social worker
- Deal with disciplinary offences in accordance with this
ordinance
- Keep proper records of its proceedings and accounts, and
- Perform such other functions as are imposed on it under the
Ordinance.
